Question Street meet drag racing

After an enjoyable Sat night at heathcote as a spectator, I watched the scruitineers doing their compulsory checks, it may seem odd that someone watches the scruitineers but my background stems from Karting where scruitineering and engine measuring play a major role in the safety factor.
In this forum I noted some new rules for the off street drag racer at Calder, I guess these rules will flow on to other venues.
I would like to throw open for comments that if a hand book was produced with basic rules & regs, provisions for logging , a safety check list,track conditions and run results would this help the newcommer to be race prepared? and the not so new to be informed?
