Default Some Questions

I do have an issue with this wire in the top,
I just wonder how it would be fixed, does it need to be connected to be somewhere because also the water could not reach as normal

I have opened the photo and all I can see thats not appearing normal is the pipe for the drivers side windscreen water jet requires sticking back on to the jet, is this what you are referring to?
