Default (Vic) p plate laws

I still dont understand. i know that slowly the laws are changing around the states to ban p platers driving high powered vehicles. Does that rule apply to people getting there P's as of June 2007 or or ALL p platers? Also what happens to those p platers who have a high powered vehicle? are they expected to sell the vehicle? im just kind of lost here at the moment just need a little help to make things clear cheers.

put simply if you have your P's allready and do before the cut off date then dont worry about the new rules so much.

if you get your p's after the cut off date then yes you will get screwed over.
