Look at it another way.
They put up a sign miles before the actual camera, so you have to slow down that whole time if you don't want to get fined.
Any car you see on the side of the road could be a mobile camera, so you probably shouldn't speed, just in case.
That's got to be more of a deterrent than the fixed cameras where people hit the anchors to 20 below the speed limit before flooring it again right after.
