Just look at the Australian built Focus, and the V6 Falcon as 2 examples of programs that were due to go into production but got cancelled half way into the process. Not to mention the diesel Territory that got scrapped in around 2006 when it was due for release in 2008.
Any program can be cancelled at any step for a number of reasons.
