It is down to the discretion of the mods/admin.
It allows you even if you don't meet the criteria to allow, for example, a 10 year member but only has 10 posts, however, those 10 posts have to be of some value to the forum.
Gaso is normally straight onto it if they don't meet the criteria so there has never been any need to change it.
