Exactly. On the whole I think they are good moves. Closing dodgy loopholes and restricting it to true enthusiasts cars.
The idea of "parallel imports" was always problematic IMHO.
Fact is you CAN import new cars, many companies do. Landcruisers from SA or Thailand with the non-turbo diesels are a popular choice.
Obviously you get no warranty, and they can't be registered or insured, which suits many mining companies just fine.
Allowing the registration of non-compliant cars, and/or allowing dodgy-joe to fit compliance plates, would make a mockery of ADRs.
Also keep in mind that the vast majority of consumer and design laws are designed to protect rubes. So the idea of allowing somebody to sell you a near new Toyota with absolutely no warranty whatsoever, is madness.
