Ok, It looks like a fuel pump problem, fit a new one.
To measure the floats you'll need a vernier, to measure the maximum width of the float assembly, then compare that 'width' to the inside measurement of the float chamber.
I recall seeing a few carbs that had 'bent' floats that actually touched the side of the chamber, causing fuel level problems...
