you might have an issue with the fuel needle valve or the brass floats might be a bit bent and not allowing fuel to enter the float chamber.

The fuel pump is only outputting drips - not a constant stream, or even a pulsing stream - I pulled the top of the carb again today and the fuel level was only at the level of the jets. I filled the bowl with fuel, reassembled the carbs and had no issues at all starting with no choke and idling or revving up until the bowls drained again, where it will only start for a second on full choke before dying.
I pulled the fuel filler cap and tested the fuel pump again and it put out slightly faster drips but still not much of a flow. I'm going to order a new pump and a new filler cap as that one is pretty crusty and I think not venting well and see how we go.
I did have another look at the floats and they
looked straight enough and the movement was free and straight as far as I can measure, though I'm open to suggestions of how I could measure the movement of the floats once it's actually installed. Fingers crossed that I'm correct there and that the fuel pump is the culprit.
