In NSW the insurance being referred to here is CTP (also called a Greenslip). Compulsory Third Party insurance forms part of the registration process of the vehicle. Not registered = No valid CTP. Nothing at all to do with comprehensive or other type of vehicle insurance.
Basically NSW CTP/Greenslip insurance is there to cover any third party that is injured by your motor vehicle. In this instance there is no valid CTP so the only way the victims here are going to get any long term injury costs/bills covered is to sue the driver, which wont be pretty if he ends up in gaol for his actions.
You're right, there are no excuses for driving an unregistered car like that...
