Russell manually approves every new Registration - they sit in a queue to be checked before they get any access. He does an IP address check and there are many areas in the world where Spammers come from and manually looks at all the emails & user names - these give a pretty good indication of genuine members or spammers.
No-one gets automatic access as this would be chaos to sort after the fact.
