I was having the same issues as you guys were for the second half of last year.
The majority of my suburb got NBN last year except my development area. To add insult we started experiencing slowdowns during evening and on weekends like you are, slowing down to as little as 1 or 2 down. We used to get 16Mbit any time of day before it happened. It lasted for 5 to 6 months.
Not long before Christmas it came good all of a sudden and is now back to 16Mbit any time of day or night.

I think all the NBN users (and foxtel channels on t-box) were overloading the backhaul. They obviously fixed it eventually but it was a frustrating 6 months.

Hopefully one day you will discover yours has been sorted as well.
