It's stuffed but it has has a 12 months warranty so take it back for a replacement or refund. It's important to do this for as well as your own safety considerations, over the years many of various brands of trolley jacks have been recalled due to faults like this popping up. It appears to be a recurring issue with cheap trolley jacks. See

I personally have had 3 of the ones I have purchased over the last 25 years or so recalled; and not just for labeling issues; but faults that could cause them to fail. A nuisance as in most case mine appeared to be working fine; and they weren't the cheapest ones.
