No, because the minimum HTHS for a C3 oil is 3.5, but is 2.9 for C2.
However, a C3 oil can meet C2, except it won't provide the same fuel economy benefits because of the higher HTHS.
What Penrite say in their brochure is that their C3 oil is "suitable for use" where a C2 oil is specified. But it's not the same as using a C2 oil.
