Although, I would not take the path the shop did, it is possible it might be fine.
I assume you are looking at the secondaries while the car is sitting still. Is this correct?
If you don't mind, could you put the vacuum gauge back on and se what vacuum readings you are getting at idle and under different driving conditions?
