The idle cost for desal is the price you pay for water security. Just as the sun comes up in the morning, there will be another 10 year drought and we will run out of river water, then we'll all have our pitch forks out demanding why the guvmint didn't do anything about it.

The idle cost wouldn't be anywhere near what it is if it wasn't for the insidious PPP funding model. But that's for another thread.
