Eskys with SR20s have been done before. It would be fairly easy for engineering, compared to putting in a 6 or 8 into it.
Get the motor out of an early S13, compared to a S15, from what I've been told, you only have to conform to the S13 year model's ADR laws.
Although a CA18 would be cheaper to source.
