Taking so long from when, and according to who?
This update was only announced in 2011 and not until government funds were secured. The work involved implementing the Gen II ZF transmission as well as the efficiency targets they are chasing takes time, it's not plug and play like some people think. They are at the thin edge of the wedge, doing all the R&D and testing so the end product IS plug and play.
