The relearn procedure I have used is here:

Read Step 2 under installation:
"Turn the ignition key to position II and wait for one minute to initialize the throttle body."
As for the throttle diagnostics, have you looked at Accelerator Pedal Position, and Throttle Position Sensor? Do you have access to anything that will graph it for you, such as Forscan?
What are the long term and short term fuel trims at idle, and under load?
