rear wiper wont turn off

Hi Guys,
My daughter has a 92 AX/AY telstar. The rear wiper will not turn off so it is constantly wiping the rear window when she is driving. I have temporarily removed the fuse.
Do you think the fault is in the wiper stalk or a relay somewhere?
