Model approval and the funds that go along with it come in several stages. Business case, concept and design, engineering and attribute validation, process development, etcetera. Each stage has benchmarks/KPI's attached to it in order to unlock the development funds for the successive stage. It gives management an easy 'out' if they think it isnt going to work.
