There is such a thing, its called amateur classes... I knew a bloke who was slaying the amateur triathlons coked up to the eyeballs. When he moved up a class where they drug tested, for some reason he was no longer competitive. Then again, whilst not common, but also not entirely uncommon, for the amateurs some seemingly fit but coked up competitors would have heart attacks after races due to their hearts working overtime due to substance abuse.
I still never understood the hype surrounding Michael phelps after he got caught out ripping cones. If anything, its more impressive that he could still win zhonked and probably with the munchies.

Some US athlete got banned from the Tokyo Olympics for failing a drug test due to testing positive for weed - its not 'performance enhancing' so really who cares, if anything puts you at a disadvantage
