I imagine this 'rain lights' feature is something that assists with complying with this law. I think the trigger is if auto-wipers is set and the wipers start, the lights will switch on regardless of whether it is dark enough for auto-lights to trigger.

this is a pretty cool feature I guess. It's strange it isn't a law to have your headlights on when it rains in Australia, considering how many large dark cloud type storms/big down pours we get here (In Sydney at least).
