Default 1993 Telstar Ghia 5 speed manual

My recently purchased AX2 1993 Telstar Ghia is idling at 1500rpm. This seems to be about 600 rpm too high. What might be causing this. I was thinking that the engine management computer controls idle rpm. Any suggestions as to what might be causing the high idle? The main reason for my concern is high fuel consumption.
