Default 250 2V or 250 Xflow with alloy head?

The above is for my XM.
Recommendations please.
Either one will be performance enhanced.
I am aware of additional safety requirements for the larger horsepower engine.
On another issue...Is one easier than the other for "Engineer's" certification?.

2V is a lot easier for "Engineer's" certification.
My understanding is with an Alloy Head Engine you have to modify the car so that it meets all the emission regulations at the time when the Engine was manufactured. Adding all the equipment is a lot of work.

The yanks now make an alloy head for the early non-cross flow I-6,
If you were to go this route, then the emissions stay as per the earlier engines…
