Default WA Concessions for Classics scheme

Heard about this one on the wireless the other day. Can't find much info on it yet. Anyone know anything about it?

From the Department of transport;

Work has commenced on regulatory changes to introduce the Concessions for Classics scheme – a voluntary modified classic vehicle conditional licensing scheme which will be available to eligible modified classic vehicles 30 years or more in age, including street rod vehicles.
The scheme will include conditional licensing similar to what is available to vintage or veteran vehicles. Modified classic vehicles joining the scheme will be subject to a number of conditions including annual vehicle inspections by the Department of Transport, identification labels and restricted road use.
Eligible vehicle owners who apply for the scheme will receive a 75% vehicle licence charge discount, along with a reduced motor injury insurance premium.
Implementation of the Concessions for Classics scheme will occur in late 2020.
