It's not right, someone trying to pull a scam. What happens to people like this? are their details handed over to the police so they can be done for fraud, or does Ebay just close their account and maybe block their IP address?

Not sure about the driving lights, but your right about the rocker covers. Orange = 302, Blue = 351. Suddenly you need to question everything including the letter from FoMoCo. It may be legit, in fact it is probably legit, but you would want to be sure for $33K+
