This would be on the tombstone of a Tyre Extinguisher if I caught them in the act.

Here lies a Tyre Extinguisher.
As suggested, Emergency Action was taken and the city is now 1 less person over crowded,
This guy cared so much for the environment,
I helped him with his cause, and he is now fertilising the tree he is buried beneath.
May this tree grow big and strong and help reduce the pollution for many many years.
