Default MD Mondeo air conditioning

I have a Mondeo titanium wagon and when at traffic lights the air conditioning does not stay cool. I took it back to the dealer at last service who regard it and said it was fine. I have turned the auto start stop function off so that it is running the whole time. I checked the cooling fans and they are operating.
I have two theories. The fans do not suck enough air through the condenser as the fins on the fans do not look very big. The second option is the temperature sensor is not correct as I think it is reading lower than what the air actually is. Very rarely does the air actually feel 16-17 degrees.

Did anyone have the same issue on their MD Mondeo.
