I've built cars at every house I've lived in both rented and owned. Plenty of welding and grinding (daytime) and the the odd parts car (covered on the driveway)
I simply communicate with my neighbours. Ask them if I'm being to noisy or encroaching in anyway. I've never had an issue that way, some of them have even enjoyed watching the cars being built, seeing me grinning on maiden and tuning voyages. They even look out for the cars when I'm not there.
Its not that hard is it?
