Sure enough the surveyor picked up that some time in the past the neighbor redid the fence and shifted it that 100-150.
Whole fence had to be removed and re-done.

I spoke to the neighbours today (they have been here forever). Always been two blocks, they knew about the pipe on my side and offered to fix it by diverting the down pipe to another storm water pipe in their yard.
I told them not to worry, I know where it is and won't dig there again
apparently there was some history with some of the neighbours and the run off from the drains.
