Your sync speed shouldn't be too much different to what your throughput should be. If it is, then your service provider hasn't bought enough capacity to cater for all of their customers on the POI you're connected to. |
The big pointer to congestion issues, aka not enough Cvc purchased by rsp, is download drops a lot but upload stays close to normal.
