Your modem should be able to tell you what your sync speed is.
Something like speedtest.net should tell you what your rough throughput is.

Your sync speed shouldn't be too much different to what your throughput should be. If it is, then your service provider hasn't bought enough capacity to cater for all of their customers on the POI you're connected to.
