That drawing is incorrect,the throttle blade sits on a stepped down shoulder,just over 65mm,yes the outer diameter is 69mm but it steps down to 65 around 5mm in front of the throttle blade.
If you remove it and measure the rear entry its 65mm;)
I just went and measured up the spare I have in the shed.
