You could equally blame the security guards or hotel staff that then took the infection back out into the wider community and were thus responsible for all but those 5 cases.

I realise Melbourne receive the bulk of international travellers returning but other states do receive international flights and have repatriated many people over the last 6 months without the virus explosion, so it tends to suggest it's what happened after they arrived rather than the fact they came from overseas.
