Health is a major issue in Australia and has been ruined by a series of do gooder governments and socialist lunatic public servants.
There only one way to fix this and it is at the political level.
It is very personal to you make it personal to them.
Regardless of what party your local member is IF THEY WILL NOT HELP VOTE THEM OUT.
Do not vote along party lines because you believe in their philosophy, NONE of then ACTUALLY follow their philosophy.
If you vote the member out he/she no longer has any power and will not be elegible for all the gravy train bonuses so they have a LOT to lose.
The party you support may win or lose but your member will not be part of it if they lose. This is the only threat they understand.
If you have a child and never punish it regardless of how it behaves what do you end up with?
Make it personal and maybe, just maybe, the sick and elderly will get a bit more priority over "festivals" and "social workshops" etc.
